OsmAnd (OSM Automated Navigation Directions) is a map and navigation application with access to the free, worldwide, and high-quality OpenStreetMap (OSM) data. All map data can be stored on your device's memory card for offline use. Via your device's GPS, OsmAnd offers routing, with optical and voice guidance, for car, bike, and pedestrian. All the main functionalities work both online and offline (no internet needed).

Google Maps won't be supported (see Google Maps tiles terms of service). Yahoo! Maps neither since it was closed on September 13, 2011. Nokia Maps (now called Here) provides a REST API designed for static maps. They could be used as tiles but would get a 'Nokia' watermark on each one of them. Also Nokia and Microsoft are now teaming up so supporting both might be redundant.
contextily is a small Python 3 (3.7 and above) package to retrieve tile maps from the internet. It can add those tiles as basemap to matplotlib figures or write tile maps to disk into geospatial raster files. Bounding boxes can be passed in both WGS84 (EPSG:4326) and Spheric Mercator (EPSG:3857).
